WHY THE JOB EXISTS Position serves to support and assist Walter Reed National Military Medical Center facility management operations and construction projects. Proactively addresses issues associated with current practices and processes for facility and construction programs with a focus on engineering systems. The work will support the planning, coordination, and support in scheduling activities concerned with the construction and maintenance of structures, facilities, and systems. The work involves participation in the conceptual development of construction projects and support in its organization, scheduling, and implementation.
Work Location: Walter Reed National Military Medical Center, Bethesda, MD. One position is available.
PRIMARY DUTIES Work involves a variety of the following duties:
Perform engineering design and planning for BAS (Building Automation Systems) and DDC (Direct Digital Controls) and electric/mechanical controls for HVAC systems.
Produce timely and accurate control submittals for mechanical engineering approvals using color graphical page.
Determine DDC equipment needs and parts as per project specifications and requirements.
Create graphical programming interface using GFX programming
Design and test control panels involving control circuits, malfunction relays, and wiring
Generate controller software sequences; commission, modify, and maintain BAS and DDC control systems in order to fulfill energy management targets.
Generate BAS management platforms for integrating various systems and technology into BAS protocol systems.
Assists in operations and maintenance issues, troubleshooting and problem solving as required.
Review performance of the BAS/BMS system (number of alarms per week,outstanding work orders, etc) – develop and manage BMS Performance KPIs.
Recommends/implements improvements for preventive maintenance programs on an on- going basis and develop/maintain effective building-specific maintenance and safety procedure manuals.
Coordinates maintenance efforts with outside contractors, tenant finish personnel and technicians.
Responds to emergency situations (fire, evacuation, equipment failure etc.) and customer concerns.
Implements and administers inventory control programs/purchase parts and supplies.
Develops specifications and assists in solicitation and administration of maintenance/repair service contracts.
Ensures compliance with applicable codes, requisitions, government agencies and company directives as relates to building operations.
Manage the BMS upkeep and access controls – undertaking annual PPMs as per the SOP.
Should be required to provide design input to other disciplines, during planning and programming as well as participating in design reviews and project kick-offs.
Should be trained, prepared, and capable to serve as a facility energy manager.
Manage and update asset inventory lists of Automation components (not just BMS), ensuring that any changes are documented correctly and that systems/SCADA are updated when changes take place.
Attend BAS/BMS related project meetings and ensure changes follow the defined automation strategy, redundant systems are removed and ensure documentation is updated accordingly
KNOWLEDGE, EXPERIENCE AND SKILL REQUIREMENTS
Master’s degree in Mechanical Engineering or related plus 3 years in job or 3 years as an Applications Engineer in BAS and DDC systems. In lieu of Master’s degree and 3 years of experience, will accept a Bachelor’s degree in the same plus 5 years experience of the same. Experience must include 1 year of technical experience with Distech or similar control system.
5+ years of hands on experience with HVAC controls, with emphasis on system integration, programming, and installation using BACNET, MODBUS, Niagara, TCP/IP.
Minimum 2 year technical education, Associates Degree, OR related work experience
Working experience of HVAC System Testing and participation in system commissioning
Strong Project Management and Problem Solving skills
Strong verbal and written communication skills
Willingness to work occasional night-shift
Highly motivated, self-starter with strong working knowledge of automation systems specifically in the commercial building industry.
Highly organized and responsible.
Familiarity with current industry philosophies with regard to controls/automation system design, integration and operation.
Ability to work autonomously in a fast paced, often changing environment.
